Participatory Workshop Organized Within The Scope of CLEMM Project

The “Participatory Workshop” was held on 21 November 2025 at the MMU’s Hızır Bey Çelebi Hall within the scope of the project titled “Co-Designing Learning for Evidence-Based Climate Policy in Turkey’s Marmara Municipalities (CLEMM)”, carried out in partnership with the Marmara Municipalities Union, the Institute of Development Studies, Istinye University, and Sisli Municipality.

The project, supported by The British Academy, aims to empower local governments in their climate action efforts and to support local actors in the just transition process. As an important component of the project, a training program will be designed in line with the needs of local governments in the Marmara Region regarding climate change. An online needs assessment survey was conducted with MMU member municipalities between 5–14 November 2025. Then, to share the findings of the research and further explore identified areas of need, a “Participatory Workshop” was held on 21 November 2025 at the MMU’s Hızır Bey Çelebi Hall with the participation of representatives from approximately 17 municipalities that responded to the survey.

The workshop began with opening remarks by Görsev Argın Uz, Director of Training and Projects Department & Local Government Academy Director at MMU; Prof. Ayselin Yıldız from Istinye University; and Dr. Dolf te Lintelo from the Institute of Development Studies. This was followed by a presentation titled “Learning Processes on Climate Policy in Municipalities of the Marmara Region” delivered by Özge Sivrikaya, Director of the Sustainability and Climate Change Center & Senior Projects Expert at MMU.

In the later part of the workshop, the needs assessment findings were shared with municipalities, and areas of competence that need to be further developed within MMU’s member municipalities—particularly in evidence-based policymaking and climate action with a focus on inequalities—were identified. In addition, MMU’s training tools were evaluated.
