The Kick-off Meeting of the CLEMM Project Held in Istanbul

The kick-off meeting of the “CLEMM – Co-Designing Learning for Evidence-Informed Climate Policy in the Municipalities of Türkiye’s Marmara Region” project, in which the Marmara Municipalities Union (MMU) is a partner, took place on May 15–16, 2025.

Funded under The British Academy’s Evidence-Informed Policy Making Programme, the CLEMM project brings together MMU, the Institute of Development Studies, Istinye University, and Şişli Municipality. The project’s kick-off meeting was held in Istanbul on May 15–16, 2025. On the first day, the project partners gathered at Istinye University to discuss the activities to be carried out within the scope of the project. In the latter part of the day, an “International Climate Day Panel” was organized in conjunction with May 15 World Climate Day. The panel addressed topics such as climate change, the current situation of municipalities in the Marmara Region regarding climate change, the challenges municipalities face in tackling climate change, and the details of the CLEMM project.

On Friday morning, May 16, project partners convened at the Marmara Municipalities Union. The meeting focused on the role of municipalities in Türkiye in the context of climate change and the policy documents prepared by municipalities. In the final part of the program, field visits were conducted to Üsküdar Municipality and Kadıköy Municipality.

About the Project:

The CLEMM project, which will run for one year, aims to strengthen the information systems necessary to support effective and socially just climate action by municipalities in the Marmara Region.

The project will explore the different information needs and gaps related to climate action; identify and implement information system recommendations that enhance municipalities' capacity to take evidence-based and socially just action on priority areas of climate adaptation/mitigation; and build the capacity of local governments through workshops and trainings.

CLEMM also aims to foster new relationships among policymakers in municipalities and create a transformational shift by developing systemic approaches for mutual learning, enabling municipalities to carry out evidence-informed and socially just climate actions.
